Overall

Place 2 houses on the first ring, build external roads for all 4 rings.
Using the snapping, build 2 long road after the 2nd ring in the middle, and a short road after the 4th ring.
Place temporary tents or snow pits as shown on the image.

Final

Place a Steam Hub between the 3rd and 4th ring. It will heat up all tents and workshops on 1st range setting.
Replace the central tent in the 2nd ring with Fighting Arena or Guard Tower if needed.
